Embassy of Finland | The Energy and Environment Partnership with Indonesia

The joint declaration on climate change was signed by the Minister for Foreign Trade and Development of the Republic of Finland and the Minister of Environment of the Republic of Indonesia in Jakarta, 18 February 2008. The Energy and Environment Partnership with Indonesia Programme (EEP Indonesia, 2011-2014) is based on this declaration and the Indonesia Clean Energy Initiative.

EEP Indonesia is funded by the Ministry for Foreign Affairs of Finland and implemented in cooperation with the Directorate General of New, Renewable Energy and Energy Conservation of the Ministry of Energy and Mineral Resources of Indonesia. It aims at supporting wider provision and use of renewable energy and combating climate change. This is done by providing funding for projects, studies, capacity development and information-sharing related to the issues. EEP Indonesia is a demand-driven programme and promotes its public-private partnerships.

EEP Indonesia facilitates utilization of technical know-how and renewable energy technology. It also promotes the development of innovative and sustainable financing mechanisms for renewable energy (RE) services. The programme also aims to enhance business partnerships between partner countries and agencies.

Geographical Coverage

EEP Indonesia operates at national level and in two selected target provinces, namely Central Kalimantan and Riau. In addition it cooperates with other renewable energy related programs in Indonesia and elsewhere in Southeast Asia, especially with the Energy and Environment Partnership Programme in the Mekong Region Countries. This programme, called EEP Mekong, is also funded by the Ministry for Foreign Affairs of Finland.

EEP Indonesia Overall Objective

Overall Objective of EEP Indonesia is the increased access to sustainable renewable energy and reduced growth rate of greenhouse gas (GHG) emissions in the participating provinces of Indonesia.

Funding Mechanism

The EEP contribution is principally aimed to supplement applicants' own funding as a non-reimbursable grant. Project Developer co-funding contributions will affect positively on the approval of the project proposals. The EEP contribution to the project could be a maximum of 200 000 Euros, depending on the type of the project.

The total budget for phase 1 of the programme is EUR 4 million.

Who can apply for funding

NGOs, companies, public and private initiatives, research institutions and consulting companies are all eligible to apply for EEP's project financing. To enhance technology transfer, cooperation between the donor country (Finland) and local project developers is encouraged, but not compulsory.

During the first 1 – 2 years EEP Indonesia will focus on biomass based solutions for energy production (bio-energy).

  • Universities and research organizations.

Joint initiatives, for instance public-private partnerships, and projects to be implemented in cooperation with local communities, will be encouraged.

Activities

  • Capacity building/ training
  • Pilot and demonstration projects on renewable energy, energy efficiency and waste-to energy.
  • Pre-feasibility and feasibility studies on renewable energy, energy efficiency and waste to-energy, environmental impact assessments (EIA).
  • Strategic studies for renewable energy and energy efficiency development and biomass production and utilization for energy production.

EEP Indonesia contribution may cover the following types of expenses

  • Technical services and consultancies
  • Travel expenses
  • Vocational training programs
  • Equipment and materials for the project
  • Project promotion and dissemination

EEP Indonesia provides seed money to various types of Renewable Energy and Environment activities, which meet its criteria.
